Mali's PM resigns, after being arrested by junta

BAMAKO, Mali (AP) ? Mali's prime minister presented his resignation on state television in a broadcast at 4 a.m. local time, hours after soldiers who led Mali's recent coup arrested him at his home in Bamako.

Prime Minister Cheikh Modibo Diarra said in his address: "Men and women who are worried about the future of our nation, you are hoping for peace. It's for this reason that I, Cheikh Modibo Diarra, am resigning along with my entire government."

A police officer and an intelligence official who spoke on condition of anonymity because they were not authorized to speak to the press confirmed that soldiers loyal to Capt. Amadou Haya Sanogo, the leader of the March 21 coup, arrested Diarra at his home at around 10 p.m. Monday. He was driven to their military base.

Why Men are Restless in Relationships | Love & Lust - Relationships ...

For women, men used to be easily pegged into two categories: the ones who were open to settling down and the ones who weren?t. A new hybrid breed of boyfriend is on the rise, however: guys who prefer long-term relationships but still need an escape hatch out of them. They?re devoted partners?some even serial monogamists?though they?re terrified of becoming fianc?s or husbands. In other words, they?re relationship ready?yet still restless.

?These men are constantly struggling to balance two competing needs: one for safety and security, the other for excitement and the unknown,? says clinical psychologist Alon Gratch, PhD, author of If Men Could Talk. ?By having a serious, long-term relationship that lacks total commitment, they think they?re getting the best of both worlds.?

Pinoys are prone to sowing their seeds during singlehood. According to a local Young Adult Fertility and Sexuality Study, 58 percent of married men admitted that they?ve had premarital sex, while 37 percent confessed that they?ve gone to bed with women apart from their wives-to-be. Of course, commitment-shy guys are nothing new. But those dudes of the past sacrificed solid connections for their freedom.

This new restless man wants to have his cake and eat it, too: a monogamous bond with the back door left slightly ajar. Cosmo explores some of the factors that contribute to that fidgety state of mind, and what you can do if you?re dating one of these guys.

Time securities sales for tax payoffs: year-end planning ? Business ...

IRS websiteIt?s a different story this year-end for investors in securities. Due to pending changes in tax rates for 2013, the usual emphasis on harvesting capital losses has shifted to realizing capital gains.

Strategy: Don?t forget how the ?netting rules? work (see box below). Depending on your situation, it may be advantageous to take down some, but not all, of your capital gains in 2012. Similarly, while you might realize certain capital losses this year, you may prefer to postpone others to next year.

And, of course, taxes aren?t the ?be-all and end-all.? You should weigh all the relevant investment factors, including the future prospects for the securities, in your decisions to buy, sell or hold.

Background: Barring new legislation, the current six-bracket tax rate structure with a top rate of 35% will be replaced by a five-bracket rate structure with a top rate of 39.6%, beginning in 2013. Also, the tax rate on net long-term capital gains (i.e., for capital assets held longer than one year) for investors who are outside the lowest two brackets jumps from to 15% to 20% next year. Finally, the new 3.8% Medicare surtax may apply to your net investment income.

Worst-case scenario: The top tax rate on your ordinary income, including short-term capital gains, can effectively reach a whopping 43.4% in 2013 (39.6% + 3.8%)!

As things stand now, the basic strategy for higher-income investors is to realize capital gains in 2012, when gains will be taxed at lower rates than they will in 2013. At the same time, you should postpone losses to 2013, when they can be used to offset capital gains and up to $3,000 of ordinary income that will be taxed at higher rates.

Here are five examples showing how this might play out for taxpayers in the highest tax bracket (absent any transactional costs). ?

Example 1: You are currently showing a net long-term capital loss of $10,000 for 2012. At year-end, you can sell stock for a long-term capital gain of $6,000. Best tax idea: Sell the stock. The capital gain will be completely absorbed by the existing loss. Then you can use $3,000 of the remaining $4,000 loss to offset ordinary income this year. Finally, you can carry over the remaining $1,000 loss to 2013.

Example 2: You are currently showing a net long-term capital gain of $3,000 in 2012. At year-end, you can sell stock for a long-term capital gain of $10,000. Best tax idea: Sell the stock. The tax on the $10,000 will be only $1,500 (15% of $10,000) as opposed to $2,000 (20% of $10,000) if you wait to sell the stock in 2013.

Example 3: You are showing a net long-term gain of $10,000 in 2012. At year-end, you can sell stock for a long-term loss of $3,000. Best tax idea: Hold the loser stock. If you sell in 2012, the loss will offset $3,000 of a gain that will be taxed at only 15%. It?s probably better to postpone the loss to 2013 when it can either offset a long-term gain taxed at a 20% rate or ordinary income that could be taxed at up to 39.6%.

Example 4: You show a net short-term loss of $3,000 in 2012. At year-end, you can sell stock at a short-term loss of $5,000. Best tax idea: Sell the stock. You can still use the first $3,000 loss to offset ordinary income in 2012. Then the $5,000 loss carried over to 2013 can offset short-term gain that may be taxed at 39.6%.? ?

Example 5: You are showing a net short-term gain of $5,000 in 2012. At year-end, you can sell stock at a long-term loss of $15,000. Best tax idea: Sell the stock. After you offset your gain, you can use $3,000 of the remaining $10,000 loss to offset income taxed at the 35% rate in 2012. Then you carry over the excess $7,000 loss to offset capital gains in 2013 and/or up to $3,000 of ordinary income taxed at the 39.6% rate in 2013.

Tip: Consider the long-term or short-term nature of any sales you?re contemplating late in the year.

Spies see poverty down, but resource fights ahead

WASHINGTON (AP) ? Nearly two-thirds of the world's population will live in cities by 2030, with most people middle class, connected by technology, protected by advanced health care and linked by countries that work together, perhaps with the United States and China cooperating to lead the way.

That's the best case scenario in a report, Global Trends 2030, released Monday by the U.S. government's National Intelligence Council.

In the worst case scenarios, rising population leads to conflict over water and food, especially in the Mideast and Africa, and the instability contributes to global economic collapse.

The study is the intelligence community's analysis of where current trends will take the world in the next 15 to 20 years, intended to help policymakers plan for the best and worst possible futures to come.

The report is broken down into what the National Intelligence Council calls megatrends that are likely to occur and game-changers ? the what-if's that are less certain but would be so significant that they can't be ignored.

Among the major trends: the rise of a global middle class that is better educated, connected via technology and healthier due to advances in medicine. Power will no longer reside with one or two key nations, but be spread across networks and coalitions of countries working together.

In countries where there are declining birth rates and an aging population like the U.S., economic growth may slow. Sixty percent of the world's population will live in cities.

Yet even with these advances, food, water and energy will be more scarce.

"Nearly half of the world's population will live in areas experiencing severe water stress," the report said. Africa and the Middle East will be most at risk of food and water shortages, but China and India also vulnerable.

Among the anticipated crises is the worry of global economic collapse, fighting among nations that don't adapt rapidly enough to change and the possible spillover of instability in the Mideast and South Asia to the rest of the world.

Technology is seen as a potential savior to head off some of this conflict, boosting economic productivity to keep pockets filled despite rising population, rapid growth of cities and climate change.

The report outlines several "Potential Worlds" for 2030.

Under the heading "Stalled Engines", otherwise known as the "most plausible worst-case scenario, the risks of interstate conflict increase," the report said. "The U.S. draws inward and globalization stalls."

In the most plausible best-case outcome, called "Fusion," the report said, "China and the U.S. collaborate on a range of issues, leading to broader global cooperation."

And under another heading, the report describes a world where "inequalities explode as some countries become big winners and others fail. ... Without completely disengaging, the U.S. is no longer the 'global policeman.'"

The report warns of the mostly catastrophic effect of possible "Black Swans," extraordinary events that can change the course of history. These include a severe pandemic that could kill millions in a matter of months and more rapid climate change that could make it hard to feed the world's population.

Two positive events are also listed, including "a democratic China or a reformed Iran," which could bring more global stability.

One bright spot for the U.S. is energy independence.

"With shale gas, the U.S. will have sufficient natural gas to meet domestic needs and generate potential global exports for decades to come," the report said.
