Syria says revolt over, army to pull out gradually

BEIRUT (Reuters) - Syria says the year-long revolt to topple President Bashar al-Assad is now over, but it will keep its forces in cities to "maintain security" until it is safe to withdraw in keeping with a U.N.-backed peace deal.

The agreement proposed by United Nations-Arab League special envoy Kofi Annan says the Syrian authorities must be first to withdraw troops and stop violence immediately.

The army kept up an offensive against opposition strongholds on Saturday, pummelling the Khalidiya district of Homs city.

"Mortars are falling every minute and the sounds of explosions are shaking the neighborhood," an activist report said. A child was killed by rocket fire in the al-Bayyada area and a man was killed in crossfire in clashes near a checkpoint.

Rebels battled army forces near a base in Jaramaneh in Damascus province. Five bodies bearing signs of torture were found near Maarat al-Noaman, the report said. A soldier was killed when rebels ambushed a troop carrier in Deraa province.

Despite the violence, Damascus says it has the upper hand.

"The battle to topple the state is over," Syrian Foreign Ministry spokesman Jihad al-Makdissi told Syria TV late on Friday. "Our goal now is to ensure stability and create a perspective for reform and development in Syria while preventing others from sabotaging the path of reform."

His assertion follows army victories over rebel strongholds in the cities of Hama, Homs and Idlib, and Assad's acceptance this week of Annan's plan that does not demand he step down.

Calls by Gulf Arab states to arm the rebels have fizzled. The political opposition remains divided, and prospects of Western-led military intervention are close to zero.

Assad has endorsed Annan's six-point peace plan, which has the U.N. Security Council's unanimous backing, but Western leaders say the 46-year-old Syrian leader has broken similar promises before and must be judged by actions not words.

Assad's opponents have not yet formally accepted the plan.

"FRIENDS OF SYRIA"

They were due to meet the foreign ministers of allied Western powers, including U.S. Secretary of Sate Hillary Clinton, on Sunday at a "Friends of Syria" conference in Turkey, which provides a safe haven for Syrian rebels.

Makdissi said Annan, who had talks with Assad in Damascus on March 10, had acknowledged the government's right to respond to armed violence during the ceasefire phase of the peace plan.

He said Syria's conditions for agreeing to Annan's plan included recognition of its sovereignty and right to security.

"When security can be maintained for civilians, the army will leave, he said. "This is a Syrian matter."

However, Annan's plan says Syria must stop putting troops into cities forthwith and begin taking them out.

"The Syrian government should immediately cease troop movement towards, and end the use of heavy weapons in, population centers, and begin pullback of military concentrations in and around population centers," it states.

"As these actions are being taken on the ground, the Syrian government should work with the envoy to bring about a sustained cessation of armed violence in all its forms by all parties with an effective United Nations supervision mechanism," it says.

The U.N. peacekeeping department will send a team to Damascus soon to begin planning for a possible ceasefire observer mission, Western diplomats said on Thursday, adding that it was unclear the 200 to 250 monitors envisaged would ever be deployed.?"We are very far from a peace to keep," one said.

Western diplomats say the key to the implementation of Annan's ceasefire -- the main thrust of the deal -- lies in the sequencing of the army pullback and ending rebel armed attacks.

They say the opposition won't feel safe negotiating before the army halts its offensive, but also note it would be impractical to expect a complete government pullout before the rebels are obliged to respond.

In 2011, an Arab League observer mission sent to oversee the promised withdrawal of the Syrian army from opposition flashpoints collapsed partly over the issue of when and how troops could be withdrawn.

HEZBOLLAH SAYS REVOLT FAILED

More than 9,000 people have been killed by Assad's forces during the revolt, according to the United Nations, while Damascus says it has lost about 3,000 security force members.

"The armed opposition is incapable of toppling the regime," said Sayyed Hassan Nasrallah, leader of Assad's Lebanese ally Hezbollah. Foreign intervention was a "closed subject", he said.

"Betting on military efforts to topple the regime is a losing gamble and the burden is too great: more bloodshed and loss of life and property, to no avail," he said on Friday.

Western and Arab foreign ministers backing Syrians trying to topple Assad head for Istanbul on Saturday for what diplomats predict will be a challenging "Friends of Syria" conference.

They will seek clear endorsement of the Annan plan from the Syrian National Council (SNC), although their own governments are skeptical that Assad will genuinely try to implement it.

In Libya a year ago, the West and the Arabs quickly granted recognition to a revolutionary national council as the sole legitimate government of Libya. They are not close to doing the same for the splintered SNC in Syria, diplomats say.

There is also little chance they will agree to arm rebels.

The Istanbul conference is instead expected to declare strong support for Annan's peace proposals, which do not include an opposition and Arab League demand that Assad go now. It is expected to demand that he order a ceasefire without delay.

If he does not withdraw his forces, the opposition can hardly be expected to begin a dialogue with him, diplomatic sources said. If he does, one question will be how effectively they can persuade disparate armed rebel groups to stop shooting.

The Istanbul conference may press for immediate steps "to accept and implement a daily two-hour humanitarian pause", as Annan's plan stipulates, until all fighting ceases.

If Assad fails to keep his word, Annan would have to decide whether to call time and tell the United Nations he has failed to make peace through a "Syrian-led process".

The issue would then return to the U.N. Security Council, with increased pressure on Assad's allies Russia and China, which have endorsed Annan's mission, to get tough with Damascus.

Russia, however, has warned in advance that it is not up to the "self-styled friends of Syria" to pronounce on Sunday on whether Assad is keeping his part of the Annan deal or not.

Diplomats say "Friends of Syria" powers construe the carefully-worded terms of Annan's six-point plan as intending that Assad will eventually cede power in a political transition. but?the language is nuanced to get a step-by-step process going.

"I think inevitably we will see frustration this weekend. We are all frustrated," said one Western diplomat, speaking on condition of anonymity. "It is frustrating that after more than a year, the violence continues in Syria and has been particularly brutal over the last two or three months and at the moment does not seem to be stopping."

LONDON (AP) -Manchester City has plenty of additional motivation to beat Sunderland in the Premier League on Saturday.

Victory would put leader Manchester United under pressure, pay Sunderland back for what was only its second Premier League defeat of the season and give one player the pleasure of beating his hometown club.

Sunderland-born England winger Adam Johnson played the entire game at the Stadium of Light in January, so he was on the field to see Ji Dong-won score a last-minute winner in a match City had dominated.

"That defeat was hard to take because we played really well, dominated the match but the ball just wouldn't go in the net for us," Johnson said. "I don't think they had any shots of note during the game and then they nick it right at the death, so that's certainly in the back of our minds going into this game."

With defending champion United not in action until it plays Blackburn on Monday, City can draw level on points at the top of the table if it beats the Black Cats.

City slipped slightly further behind United last weekend with a 1-1 draw against Stoke but has won a Premier League-record 20 straight games at home and is a strong favorite to beat a side resurgent under manager Martin O'Neill.

"I'm sure they won't be looking forward to coming to our ground," said Johnson, who is close friends with Sunderland midfielder Lee Cattermole. "We've been fantastic on our own patch and we feel we can beat anyone, so we'll be looking to make it 21 Premier League wins in a row against them."

While Johnson is in contention to start, City striker Sergio Aguero is out with a foot injury. Manager Roberto Mancini would not say what the injury was and raised the prospect that it was self-inflicted or sustained in an accident by stating only that it was "stupid."

Aguero's absence could give Carlos Tevez the chance to start a match for the first time since Sept. 10. The Argentina striker has made three substitute appearances since returning from an unsanctioned six-month break.

United's game against Blackburn is the first of four in a row against teams in the bottom six of the Premier League and manager Alex Ferguson said it is crucial his team takes advantage to stay ahead of City until the teams meet on April 30.

"We have a small advantage: it's not a great advantage; it can be changed in one game," Ferguson said. "We just have to take each game as it comes along. It's the only thing we can do."

Chelsea is at Aston Villa in another match Saturday, when third-place Arsenal is at Queens Park Rangers.

Everton hosts West Bromwich Albion, Fulham hosts Norwich, Wigan hosts Stoke and Wolverhampton Wanderers hosts Bolton.

Perry campaign cost twice per day as Bush's in 2000

Texas taxpayers spent $3.6 million paying for Gov. Rick Perry's state-provided security as he flew around the country during his brief Republican presidential campaign, the state said Friday ? money that Democrats want him to pay back.

The Texas Department of Public Safety disclosed that it spent $1.8 million on food, fuel, hotels and other expenses and another $1.8 million on overtime guarding Perry during his travels from August through January.

Most of that travel was out of state as Perry sought the Republican nomination and carried out his duties as head of the Republican Governors Association.


Texas Democrats have called on Perry to pay back the money from his campaign war chest. But Perry has refused, citing the example of Gov. George W. Bush, whose 2000 campaign also used state-provided security.

Catherine Frazier, a spokeswoman for Perry, said Friday in a statement: "Governor Perry is governor of Texas no matter where he travels, and it is unfortunate we live in a world where security is a top concern, but that is the reality. Providing security detail for the governor's family is a customary policy that dates back numerous administrations."

It's likely that some taxpayers won't be satisfied with that answer, because Bush's campaign cost the state on average half of what Perry's cost, even when the figures are adjusted for inflation.

Perry's bill works out to an average of $22,500 a day for his out-of-state political activities during the 160 days he was in the presidential race. ?

Before the Secret Service took over Bush's security at the end of March 2000, the Texas Department of Public Safety spent $3.9 on Bush's out-of-state security, state records show.?

When you run that through the Commerce Department's cost of living inflation adjustment formula, Bush's bill was about $5.25 million in today's money. But that was spread over 455 days from Jan. 1, 1999, to March 31, 2000 ? an average of only $11,428 a day.

The Houston Chronicle reported that while Perry's campaign generally paid for his personal travel expenses, his security detail is paid through the state gasoline tax and vehicle registration fees.

"One way to protect taxpayers' money is by not spending it unnecessarily," Texas House Democratic leader Jessica Farrar said in a letter to Perry in January, when the bill was still only $2.6 million, NBC station KXAN of Austin reported at the time. "If someone discovers tax dollars have been spent unnecessarily, it should be reimbursed either to general revenue or directly to taxpayers."

Earlier today ThinkProgress?reported?that the House Ways and Means Committee is expected to approve a proposal by House Majority Leader Eric Cantor (R-VA) that is misleadingly entitled the Small Business Tax Cut Act.

People who have read the bill and not just its title, however, have noted that it is?extremely poorly targeted?at small businesses. It is, in fact, just another tax cut for rich people. Among the biggest beneficiaries would be the owners of extremely profitable businesses like?Oprah Winfrey?s production company?and?professional sports teams?like theSuper Bowl champion New York Giants, as well as highly paid professionals like lawyers, lobbyists, doctors, and consultants.

The Tax Policy Center has now estimated who benefits from Cantor?s bill. Among TPC?sfindings:

??The top 1 percent would receive an average tax cut that is 1000 times bigger than the average tax cut for people in the middle quintile?($23 vs. $23,000). The top 0.1 percent would receive an average tax cut of more than $130,000.

??Half of the tax benefits would go to millionaires, who comprise less than one-half of one percent of all taxpayers and?only 4 percent?of actual small business owners according to a recent Treasury study. Millionaires, on average, would get a tax cut of $45,000 ? almost as much as median household income in 2010.

??Business owners with annual income of $200,000 or less ? who comprise more than 75 percent of small business owners ? would receive only 16 percent of the benefit from Cantor?s bill.

(AP) ? The Greek gods and monsters sequel "Wrath of the Titans" is having its European premiere on the biggest screen in the U.K., the British Film Institute's IMAX theater in London.

Sam Worthington, the Australian lead of the 3D franchise, is walking the red carpet in London on Thursday evening, with British co-stars Ralph Fiennes, Liam Neeson, Rosamund Pike, Toby Kebbell and director Jonathan Liebesman.

Worthington reprises his role as the demigod Perseus as the story picks up a decade after the action in the first movie, "Clash of the Titans." The Titans who were imprisoned by the gods are escaping and Perseus must fight to save the world once again.

The sequel opens Friday in the U.S. and the U.K.

Morphing of the Educational Infrastructure in the 21st Century

?Education is the most powerful weapon which you can use to change the world? is a quote by Nelson Mandela, a distinguished personality worldwide. It is absolutely true that education makes a person different, educated people have a larger knowledge base and can innovate new ideas which can benefit the society as a whole. The future of any country depends on the students who learn, play, work and finally become young adults who eventually become responsible citizens. All these developments can only take place when children are educated in the best possible manner.

Education system and infrastructure needs to be at par with the modern world and also make sure that students benefit from them, although it depends from school to school and the environment. Modernity is supported by the whole world because it makes life a lot easier but does it really benefit everyone.

The question remains unanswered as technology among schools in India is still in its nascent stages. The reason behind this fact is that, in India teachers and parents believe that education can be best imparted by a teacher only and not a computer. Technology is a human?s creation and people don?t need to be slaves to it.

Technology has been a major riding force in India as a whole but education is the core wealth which cannot be dissipated just for the use of modern technology. In earlier times the mode of education was a teacher-student link which cannot be replaced by computers. There is a good reason behind such thinking: can computers understand a child?s psychology- no, can it make a child learn the concepts-no, is using a computer completely beneficial-no. Students are na?ve and need guidance rather than technology in their hands.

Among schools in Delhi and other parts of the country as well students are technology fans and forget the importance of studies. Technology cannot be completely blamed but its usage at school level is not an appropriate idea because it becomes a distraction for the students and teachers. Modernity is appreciated however; it cannot replace old teachings and understanding. It takes ages to make an image and the teacher-student relationship is also like that, children cannot take care of themselves unless equal attention by a teacher is provided to all of them.

In foreign, high schools and schools the environment and thinking of students and teachers is way different than that of both in India. Embracing technology can make it easy for teachers but students won?t gain completely from it. They will understand the technology more rather than their subject and it will create a huge problem for the school too. Thus it?s highly imperative for India to embrace the new form of education immediately. It surely has the benefit of providing a good knowledge base but other factors also need to be kept in mind before zeroing on any one technology.

A mentor's story ? Marzia Aloisio | Get Mentoring

Marzia Aloisio joined an artisan bakery called The Moody Baker in Alston in 2005 after moving to the North of England from London. In 2010 she and her business partners opened a sister shop in Barnard Castle, County Durham, and Marzia faced the challenge of starting up and running a company from scratch. This experience left her well-versed in the intricacies of running a small rural business: from the early stages of writing business plans, filling out grant applications, recruiting staff and financial planning, to growing an enterprise through product development, exploring new markets and building relationships with suppliers and clients. Marzia says, ?I have met with most of the difficulties of running a business in a rural area and learned to overcome them. As a partner in an artisan bakery I have been involved in both production and retail aspects of the food industry.? Part of that start-up process brought Marzia into contact with some extremely helpful mentors as she looked for funding and business support opportunities in the region: ?I met with people who really opened my eyes to different options and helped me to examine issues in more detail. Their knowledge also helped to make me aware of schemes that I could benefit from ? through The Rural Jobs Fund, for example, we were provided with a member of staff who stayed with us for several months. He had been long-term unemployed but became a fantastic addition to our team.? Having seen first-hand the impact that well-placed advice and guidance can have on an enterprise, Marzia is now focused on doing the same for others. She recently left The Moody Baker for a change of scene, saying, ?I am keen on pursuing a career in business advice services and I thought that the mentor training would give me some of the necessary skills and volunteering would provide a taste of the job. She is now actively looking for her first mentee, preferably a start-up that can directly benefit from her knowledge and experience: ?I?m passionate about the food industry, fresh organic produce and working with local suppliers so I?d like to help anyone who shares those values and could use my experience.
