AT&T announces first phones for new network (AP)

NEW YORK ? The first two phones to run on AT&T's new high-speed data network will go on sale Sunday.

The phones are the HTC Vivid and the Samsung Galaxy S II Skyrocket. Both are big touchscreen smartphones that run Google Inc.'s Android software. They'll cost $200 and $250 respectively, with a two-year service contract requirement.

Dallas-based AT&T Inc. is building a network based on Long-Term Evolution, or LTE, technology. It offers higher data speeds and offloads traffic from the current data network.

The network covers Atlanta, Chicago, Dallas-Fort Worth, Houston and San Antonio, Texas, so far. On Sunday, it will be expanded to Boston, Washington, Baltimore and Athens, Ga. By the end of the year, the goal is to have the network live in 15 cities.

The two LTE phones can also use AT&T's regular, nationwide data network. They will be sold with data plans that are identical to those required for other smartphones. For $15 per month, subscribers get 200 megabytes of data usage per month. For $25, the limit is ten times higher, or 2 gigabytes per month.

So far, the only devices that have been able to use AT&T's LTE network are plug-in data sticks for laptops.

Verizon Wireless has been selling Android phones for its LTE network since this spring.

New gaming website targets students | Albuquerque, N.M. | KRQE ...

ALBUQUERQUE (KRQE) - A new gaming website that allows college students to gamble online is about to launch on 160 campuses nationwide, including ' lobospokerclub.com ' for the University of New Mexico and ' newmexicopokerclub.com ' for New Mexico State University.

The College Poker Club is legal because gamers bet using "virtual" money.

"We're trying to position ourselves against those illegal offshore gambling websites that have been preying on students for years," said Chandler Bator, a junior from Arizona State University who created the website.

Players who pay the monthly $20 membership will have unlimited access to play poker and bet on sports games online with their "virtual" dollars. Each person will get $10,000 to gamble with. Bator said when gamers win enough Internet money, for example, by turning $10,000 virtual money into $50,000 of virtual money, they'll receive $100 in real cash.

"Once you reach certain thresholds of funny money, we're going to automatically give you, you'll earn real money," said Bator.

Bator also said top performers will also win cash prizes, paid out of the subscription fund. Each weekend, one member will also win a $10,000 seat at the World Series of Poker.

Bator hopes the College Poker Club will evolve into a social networking site where players can meet other students online and get their gambling fix legally.

"Our goal from the very beginning was to create a cohesive experience that would be equally engaging and alternative to these (illegal gambling) sites," said Bator.

Once the site launches in two weeks, Bator said they'll hire students from each campus to help with marketing.

But John Rinaldi, a gambling therapist with the New Mexico Council on Problem Gambling, said he worries feeding a fix might turn into a lifelong addiction.

"If I'm one of the gamblers, it gives the impression that I can win," said Rinaldi. "I can learn how to win so when I jump into real gambling, I'm an expert, I'm good."

Word of the Poker Club is spreading quickly on UNM's campus and students are excited.

"That's a really good idea," said sophomore Jeremy Baca. "I bet it will attract a lot of people."

UNM didn't want to comment on the College Poker Club because it wasn't familiar with it.

Fish Evolve Immunity To Toxic Sludge

RedEaredSlider writes "Fish in the Hudson River and the harbor in New Bedford, Mass., have evolved resistance to PCBs. In the Hudson, a species of tomcod has evolved a way for a very specific protein to simply not bind to PCBs, nearly eliminating the toxicity. In New Bedford, the Atlantic killifish has proteins that bind to the toxin (just as the do in mammals) but the fish aren't affected despite high levels of PCBs in their cells. Why the killifish survive is a mystery."

3 killed in Kansas grain elevator blast

A huge explosion rocked a Kansas grain elevator and shot a fireball so high it could be seen in neighboring Missouri, leaving three workers dead and three other people missing, authorities said Sunday.

Trey Cocking, city manager in the northeast Kansas town of Atchison, confirmed the deaths and said three others remain unaccounted for after Saturday night's blast at the Bartlett Grain Co. elevator. Authorities also reported injuries, but were still trying to get accurate information and notify families.

Cocking said authorities planned to bring in heavy equipment to dig through the rubble Sunday.

"Once we get light, we'll go from there," Cocking told The Associated Press as he left the site before dawn Sunday for a break after hours there. "From this point, they're going to have to do some excavation and bring in some crews."

Blast felt miles away
The shuddering explosion could be seen and felt across Atchison, shaking homes and businesses up to four miles away. The cause was not immediately known, though grain elevator accidents can occur after grain dust becomes suspended in the air and turns explosive.

Bartlett Grain President Bill Fellows said in a statement that 11 workers were loading a train with corn when the explosion occurred about 7 p.m. Saturday. He said several workers escaped injury, but that there were fatalities and some injuries.

Across the nearby Missouri River, a dispatcher at the sheriff's department in Buchanan County, Missouri, said the office received numerous calls from residents saying they could hear the explosion deep into the county. Residents across the area said a fireball from the explosion could be seen well away from the site.

Atchison has about 11,000 residents and is known as the birthplace of aviation pioneer Amelia Earhart.

Pelosi cautious on Medicare, Social Security cuts (AP)

WASHINGTON ? The top Democrat in the House declined Thursday to endorse cuts to Medicare and Social Security benefits proposed by Senate Democrats earlier this week. Minority Leader Nancy Pelosi also said a counter-offer from Republicans on the deficit "supercommittee" ? it totals about $2.2 trillion ? isn't bold or balanced enough because it lacks tax revenues.

"If it's going to be bold, that doesn't do it," Pelosi told reporters.

She also said she's "not making any judgment" about a plan proposed earlier this week by Sen. Max Baucus, which totals about $3 trillion in deficit cuts, including $400 billion in Medicare savings over a decade and Medicaid cuts of another $75 billion. The Baucus plan also would use a new inflation measure that would slow the annual cost-of-living increases in future Social Security benefits.

Pelosi says any plan has to be "big, bold and balanced" and that any willingness by her and other Democrats to change federal retirement programs depends on requiring the wealthy to pay higher taxes.

"It's not fair to say to a senior `you're going to pay more for Social Security and we're not going to touch a hair on the head of the wealthiest people in our country,'" Pelosi said.

The California Democrat made her comments after Republicans and Democrats on a deficit "supercommittee" swapped initial offers that left the two sides far apart despite weeks of secret talks.

The Republican offer would cut deficits by about $2.2 trillion over a decade, according to officials in both parties. About one-third of that would come from increases in items such as Medicare premiums, the sale of public lands and airport fees ? measures that increase government revenue without raising taxes. The GOP plan also assumes that tax reform would generate economic growth that would also lift revenues.

The GOP plan would cut about $500 billion from Medicare over a decade and another $185 billion from Medicaid, these officials said.

By contrast, Democrats want $1.3 trillion in higher tax revenue, a similar amount in spending cuts and enough other savings elsewhere in the budget to reduce deficits by more than $3 trillion over the coming decade while financing a $450 billion jobs bill along the lines that President Barack Obama is recommending.

The officials who described the rival approaches did so on condition of anonymity, saying they were not authorized to provide details of the committee's confidential discussions. In private, each side also disparaged the other, providing yet another indication that the panel's deliberations have not shown significant progress.

More importantly, the two sides are at a fundamental impasse over taxes. Republicans insist that the panel won't increase revenues; Democrats say they can't agree to cuts to critical benefit programs like Medicare unless Republicans agree to new taxes.

The panel of six Republicans and six Democrats has until Nov. 23 to recommend deficit savings of $1.2 trillion. But in fact, most if not all of the decisions must be made by early next month to give the nonpartisan Congressional Budget Office time to render precise estimates on their costs on future deficits.

Whatever the committee recommends must be approved by both houses of Congress in December if lawmakers want to avoid automatic spending cuts of about $1 trillion across a range of federal programs.

There were signs of Democratic dissension one day after Baucus, D-Mont., outlined a proposal on behalf of his party's negotiators that included changes in large government benefit programs.

According to several officials, he called for $1.3 trillion in increased tax revenue over a decade, and $1.3 trillion in spending cuts. Another $1 trillion in savings would come from the presumed reduction of Pentagon costs in Iraq and Afghanistan and $500 billion more from a reduction in interest costs resulting from declining deficits.

Those savings would be on top of cuts that Congress approved earlier in the year of nearly $1 trillion.

For Democrats on the committee, it appeared that the most contentious of the items would slow the growth of monthly checks to recipients of Social Security and other benefit programs, curtail Medicare spending by $400 billion over a decade and Medicaid by another $75 billion.

Several Democrats said during the day that the presentation had the support of a majority of the six Democrats on the panel, leaving the impression that at least one, and possibly two, of the party's lawmakers had not signed on. They also stressed that Obama has previously endorsed each of the proposals they made, including the one to adjust the government's calculation for inflation in a way that curtails the growth of benefit programs.

Others suggested that Rep. James Clyburn, D-S.C., a member of the party's leadership, and Rep. Xavier Becerra, D-Calif., had not agreed to support the recommendations.

Aides to the two men would not confirm the accounts.

In contrast, Republicans appeared to avoid any ideological pitfalls in their counter-offer, pulling well back from a position that House Speaker John Boehner, R-Ohio, took earlier in the year in private talks with Obama.

In those discussions, Boehner and the president discussed legislation to enact tax reform that was assumed to result in economic expansion and increases in tax revenue of $800 billion over a decade.

Study questions outsourcing traffic camera systems (AP)

WASHINGTON ? One out of every five Americans lives in a community that pays a for-profit company to install and operate cameras that record traffic violations. A pro-consumer group says that practice could end up putting profits ahead of safety and accuracy.

Some contracts require cities to share revenue with camera vendors on a per-ticket basis or through other formulas. Suffolk County, N.Y., for example, diverts half of the revenue from its red-light camera program to its vendor, according to the report being released Thursday by the U.S. Public Interest Research Group.

Another type of agreement ? conditional "cost-neutral" contracts ? also contain provisions that link payments to the number of tickets issued, although the payments are capped, the report said. Under these contracts, local governments pay a monthly fee to a camera vendor. If ticket revenues fail to cover the vendor's fee in any given month, cities may delay payments. That gives vendors an incentive to ensure a minimum number of citations are issued, the report said.

As many as 700 communities, with a combined total of more than 60 million people, outsource their street and highway camera systems, the report found.

While vendors capture violations, police or other local officials approve which violations are issued tickets. Some contracts penalize cities if they don't approve enough tickets, effectively setting a ticket quota, the report said. That can undermine the authority of local officials to decide when to issue tickets, it said.

"Automated traffic ticketing tends to be governed by contracts that focus more on profits than safety," said Phineas Baxandall, the report's co-author.

Baxandall acknowledged that cash-strapped communities have a financial incentive to maximize the number of citations they issue even when they don't use a vendor. But local governments are also accountable to voters, whereas private vendors aren't, he said.

Red-light cameras have been effective at saving lives by deterring motorists from running lights, said Anne Fleming, a spokeswoman for the Insurance Institute for Highway Safety.

An analysis by the institute showed they saved 159 lives from 2004 to 2008 in the 14 biggest U.S. cities with cameras. If cameras had been operating during that period in all cities with populations of more than 200,000, 815 fewer people would have died, the institute estimated.

But Baxandall said research on the effectiveness of the cameras is unsettled. Some studies, he said, show motorists who are aware of the cameras sometimes cause injuries by slamming on their brakes to avoid being caught running a light.

Some red-light camera vendors have created and bankrolled organizations like the National Coalition for Safer Roads that appear to be grassroots civic groups, but which mainly promote greater use of red-light cameras, the report said.

David Kelly, president of the safer roads coalition, said the flaw in the research group's study is that vendors don't create traffic violations ? motorists do.

Vendors "aren't creating a market. The people running the red lights are creating the market," he said.

"We have saved lives," said Kelly, a former acting head of the National Highway Traffic Safety Administration under President George W. Bush. "Do we want to have more people dying at intersections because they are running red lights, or do we want to do something about it?"

The move to privatize red-light camera and speed camera enforcement is part of a larger wave of outsourcing of government services, Kelly said.

"We have private industry all across traffic safety," he said.

The traffic enforcement industry has amassed significant political clout that it uses to shape traffic safety regulation nationwide, the report said. Camera vendors are aggressively lobbying to expand authorization for private traffic law enforcement to more states, and are marketing enforcement systems to more communities, it said.

About half of states have authorized the use of red-light cameras.

Camera vendors employed nearly 40 lobbyists this year in Florida whose agenda included killing a bill that would have required communities to adopt longer yellow light times to increase intersection safety and killing a separate bill that would have banned red-light camera systems, the report said.

Kelly said the research group also lobbies.

Syrians rally for Assad before Arab mission visit (AP)

BEIRUT ? Tens of thousands of Syrians packed a Damascus square Wednesday in a show of support for embattled President Bashar Assad, a few hours ahead of a visit by senior Arab officials trying to start a dialogue between the regime and the opposition.

The Arab ministerial committee led by Qatar's prime minister was expected to arrive later in the day, but prospects for the mission's success were dim. The opposition's refuses any dialogue with the regime, particularly while it continues its military crackdown on protesters, which the U.N. says has killed 3,000 people since March.

Activists said at least nine civilians were killed Wednesday in military operations across the country, six of them in the flashpoint central city of Homs.

The Arab officials' visit follows a meeting in Cairo last week by the 22-nation Arab League, which gave Syria until the end of the month to end military operations, release detainees arrested in the crackdown, and start a dialogue with the opposition.

Bassma Kodmani, spokeswoman for the broad-based opposition group, the Syrian National Council, said it is "impossible" to talk about a dialogue within the current security crackdown.

"And even if the right conditions for dialogue prevail, the only thing to discuss would be a roadmap for the peaceful transfer of power," she told The Associated Press.

Paris-based Kodmani echoed the feelings of Syrian anti-government protesters, many of whom expressed disappointment with the Arab League and called for suspending Syria's membership.

"Russia gives Bashar international protection, Iran gives him weapons, and Arabs give him time," read a banner carried by protesters in northern Syria Tuesday evening. "No dialogue with the killer of children," read another.

The SNC had said in a statement Tuesday it was worried that the Arab League's initiative "did not distinguish between the victim and the executioner."

It also called for international protection for civilians, and for Arab and international observers to be allowed immediately into Syria to monitor the situation.

Human Rights Watch also called on the Arab ministers to demand that the government allow independent, civilian monitors into Syria to observe the behavior of security forces.

Tens of thousands of Syrians carrying white, red and black flags and posters of Assad gathered at Damascus' Omayyad square in a rally timed to coincide with the Arab ministers' visit.

The opposition says authorities regularly stage massive rallies in support of the embattled leader even as his regime becomes increasingly isolated.

Assad, however, still has significant support among many Syrians, including those who benefited financially from the regime, minority groups who fear they will be targeted if the Sunni majority takes over and others who see no clear and safe alternative to the president. He also still has the loyalty of the bulk of the armed forces, key to his remaining in power.

Damascus appears to have grudgingly agreed to the Arab mission even though it refuses to have outsiders interfere in what it considers its internal affairs.

Gulf countries seeking to suspend Syria's membership in the Arab League because of its bloody crackdown on protesters failed to gain enough support for the move at the Oct. 16 meeting in Cairo.

Human Rights Watch also quoted Syrian activists as saying at least 186 protesters and residents have been killed in Syria since the Cairo meeting.

The British-based Syrian Observatory for Human Rights and other rights groups said nine civilians were killed Wednesday in shootings by security forces nationwide, including six in the restive city of Homs. The Observatory also reported nine soldiers were killed in Hama province when the bus they were traveling in was hit by a rocket propelled grenade.

The activists said towns and villages in southern Syria, and some areas in the north and east closed their shops and businesses in compliance with an opposition call for a general strike.

The Syrian government has staunchly defended its crackdown on protesters, saying it is the target of a foreign conspiracy.

On Wednesday, it issued a rare rebuttal to a recent report by Amnesty International that accused security forces and medical personnel of torturing wounded protesters at state-run hospitals. A statement issued by the Syrian Health Ministry said the Amnesty report was "full of fallacies and fabrications."

The accusation that Syria is targeting doctors and raiding hospitals in search of wounded protesters has been made before by leading international human rights groups.

Man United, Arsenal reach League Cup quarters

Associated Press Sports

updated 4:41 p.m. ET Oct. 25, 2011

LONDON (AP) -Manchester United bounced back from its derby humiliation by cruising to a 3-0 victory over forth-tier club Aldershot in the League Cup, while Arsenal overcame Premier League rival Bolton 2-1 to advance to the quarterfinals on Tuesday.

Dimitar Berbatov, Michael Owen and Antonio Valencia scored United's goals at Aldershot after being left out of the team that lost 6-1 to Manchester City on Sunday.

"Sometimes you need a kick in the teeth to get going again," Owen said. "And we were eager to bounce back."

Arsenal, which lost last season's League Cup final to Birmingham, recovered from a goal down against Bolton, with Andrei Arshavin and Chu-Young Park securing the home side's progress.

In Tuesday's other cup matches, Cardiff beat Burnley 1-0 while second-tier leader Southampton lost 2-0 to Crystal Palace.

United had the perfect tonic after its heaviest home defeat in the league since 1955, with a completely changed team having little trouble disposing of the lowest-ranked side left in the League Cup.

Berbatov netted his first goal of the season after 15 minutes after a one-two between Park Ji-sung and Tom Cleverley on the edge of the box ended with the Bulgaria striker slotting into the net.

He turned provider just before half time, setting up Owen's third goal of the campaign. The English forward's shot straight down the middle managed to beat goalkeeper Ross Worner.

And the victory was put beyond doubt by Valencia's fierce strike three minutes into the second half.

"We were under a little bit of pressure after the result at the weekend," Owen said. "We had United's reputation to look after ... we wanted to bounce and thankfully we got the result."

At Emirates Stadium, after a scoreless first half, the match went into overdrive after the interval, with three goals in less than 10 minutes.

Bolton opened the scoring in the 48th, when Fabrice Muamba dispossessed Emmanuel Frimpong near the halfway line. Muamba turned and charged through the middle toward goal, exchanging passes with Darren Pratley before volleying past Arsenal goalkeeper Lukasz Fabianski from inside the area.

Arsenal equalized six minutes later when Arshavin's run down the right evaded Bolton's defense and he curled a shot past Bolton goalkeeper Adam Bogdan.

Three minutes later, Arshavin's run through the middle drew three Bolton defenders and the Russian passed to Park, who was alone on the left. The South Korea international curled a powerful shot past Bogdan to make it 2-1 in the 57th.

Bolton had several chances to equalize, including in the 74th when Fabianski misjudged a shot from Chris Eagles and nearly pushed the ball over his head and into his own net.

Arsenal center back Thomas Vermaelen played his first match in two months following ankle surgery, but picked up a calf injury toward the end of the match. Manager Arsene Wenger said he didn't think the injury was serious, but that Vermaelen would likely miss the Premier League match against Chelsea on Saturday.

There are four all-Premier League matches in the competition on Wednesday.

Man City, which is five points clear at the top of the Premier League, travels to Wolverhampton Wanderers, Chelsea is at Everton, Stoke hosts Liverpool and Blackburn faces Newcastle.

Hurricane Rina gaining strength on path to Cancun (AP)

CANCUN, Mexico ? Mexican authorities set up emergency shelters and cruise ships shifted course on Tuesday as Hurricane Rina strengthened off the Caribbean coast, following a projected track that has it whirling through Cancun and the resort-filled Mayan Riviera, Mexico's most popular tourist destination.

Rina's maximum sustained winds have increased to 110 mph (175 kph), said the U.S. National Hurricane Center in Miami, making it a Category 2 storm. Forecasters predict it will strengthen as it nears the Mexican coast Wednesday night before rolling over the island of Cozumel, a popular dive spot and cruise-ship port, then along the coast to Cancun.

The area, dotted with Mayan ruins, also includes Playa del Carmen, another popular spot for international tourists.

Douglas Baird, 40, of Glasgow, Scotland, said he had been in Playa del Carmen for 11 days on a tour with 10 other people. He plans to stay for the five remaining days of his vacation.

"I'll go to the bar," he said about his plans for waiting out his first hurricane. "It won't be a problem."

Cancun Tourism Director Maximo Garcia said the city alone now has about 22,000 tourists even in the pre-holiday low season. Quintana Roo state, where Cancun is located, has some 83,000 hotel rooms, most in the Mayan Riviera-Cancun area.

Garcia said authorities had asked hotel managers to warn tourists of the hurricane.

But Wendy Powers, a 49-year-old from Louisiana who was taking a stroll at a shopping mall with two other friends, said she hadn't heard anything about the storm until a reporter told her about it. Still, she said she wasn't worried.

"We had Katrina and we survived it," Powers said. "If the one coming here is a category 1 or 2, we could have a beach party."

Laura Valles, a receptionist at the Hotel Jashita in coastal Tulum, said four of its 15 guests moved inland to hotels at the archaeological site of Chichen Itza, some 90 miles (150 kilometers) west, and others were still deciding what to do.

"We are letting those with a reservation know they will have to change their dates," Valles said.

Yassir Espinoza, a clerk at the small Plaza Azul hotel in Cozumel, said tourists were being warned of the impending storm.

"We told them if there is a hurricane there won't be any electricity or water for at least three days," she said.

In Cancun's hotel zone, a string of pickup trucks hauled small boats and jet skis away from marinas, while workers at shopping malls began boarding up windows.

At least eight cruise ships were changing itineraries away from the storm's path, said Carnival Cruise Lines spokesman Vance Gulliksen.

Three cruise ships from the company Norwegian and one from Royal Caribbean have canceled their Friday port of call in the area, said Hiram Toledo, Quintana Roo port administrator.

The area was badly damaged by Hurricane Wilma in 2005, when Cancun's famous white-sand beaches were largely washed away. Insurance officials estimated total damage at $3 billion.

State officials said they were readying more than 1,100 shelters that could handle nearly 200,000 people, though so far there was no word of any planned evacuations.

The hurricane was centered about 275 miles (440 kilometers) southeast of Cozumel Tuesday afternoon and was moving west-northwest at near 3 mph (6 kph), the Hurricane Center said.

Forecasters said Rina was likely to strengthen into a Category 3 hurricane with sustained winds of about 115 mph (185 kph) by night.

The forecast track shows it curving east toward Cuba by the weekend, but senior hurricane specialist Michael Brennan at the hurricane center said it could also move toward southern Florida.

The center said the storm could produce as much as 16 inches (40 centimeters) of rain over at least parts of the eastern Yucatan Peninsula while raising water levels by as much as 5 to 7 feet (about a meter) in places.

The rainfall particularly worries authorities in the Gulf coast state of Tabasco, where about 300,000 people are still flooded following eight days of heavy rains.

In Central America, which was affected earlier by Rina's outer bands, fishermen on Monday found a Nicaraguan navy boat that had gone missing with 29 people aboard. It had been used to evacuate an island.

Dell Inspiron 14z (i14z-6677DBK)

The Dell Inspiron 14z (i14z-6677DBK) ($849.99 list) is the Staples configuration of another leading mainstream laptop, the Editors' Choice Dell Inspiron 14z (Core i5) ($750 direct, 4 stars). With the same thin chassis, the next iteration of the Core i5 processor, and a slightly longer battery life, the new Inspiron could be the next top mainstream laptop, but there are other excellent systems also vying for that title, like the Sony VAIO VPC-EG16FM ($829.99 list, 4 stars), which costs $20 less, but offers more in the way of wireless (WiMAX) and video-oriented (Blu-ray) features.

Design
The i14z-6677DBK features a thin, sleek design that dresses up a plastic chassis with cool brushed aluminum. The Dell weighs 5 pounds, the same as comparable laptops, like the Samsung QX411-W01UB ($699.99 list, 3.5 stars) (5 pounds) and Sony VAIO VPC-EG16FM (4.9 pounds). It's also quite stylish looking, with a dark brown finish covering the lid and palm rest.

The i14z-6677DBK's full-size keyboard is done in the chiclet style and offers one of the most comfortable typing experiences found on a 14-inch laptop, with subtlety sculpted keycaps providing a more finger-friendly surface than regular tile keys. It doesn't, however, have the handy backlight that was offered on the previous Dell 14z (Core i5). The accompanying trackpad is smooth and responsive, but the mouse buttons are a bit stiff. These sorts of details are highly subjective, however, so try before you buy.

The 14-inch widescreen display is quite bright, thanks to a white LED backlight, and sharp, with standard 1,366-by-768 resolution. You'll also find that the stereo speakers built in to the laptop deck sound crisp and clear, thanks largely to SRS Premium Sound software enhancement. The result is what Dell calls HD Sound 2.0, and it rivals HP's Beats Audio in quality.

Features
The i14z-6677DBK has plenty of features, but it tucks most of them out of sight behind protective covers. Open the cover on the right and you'll find two USB 3.0 ports and a headphone jack. On the left, the cover conceals a mini-DiplayPort, USB 2.0 port, and HDMI-out. Uncovered is an integrated media card reader (SD, MMC, MS/Pro). There's even a cover on the rear of the laptop, hiding the Gigabit Ethernet connection. These covers help keep dirt and grime out of the ports and help maintain the smooth uninterrupted lines of the laptop, but they are still an irritant that you'll be dealing with every time you need to plug in a mouse or USB drive.

The i14z-6677DBK has an HDMI port for connecting the laptop to the an HDTV to watch your videos; alternately, you can also you use the WiDi 2.0 feature, which lets you stream HD content to any TV equipped with a Netgear Push2TV adapter. It's not the only wireless solution included in the i14z-6677DBK; you also get 802.11n Wi-Fi and Bluetooth. The included dual-layer DVD burner is nice, but it can't quite match the Blu-ray drive found in the Sony VPC-EG16FM.

The i14z-6677DBK's 750GB 7,200rpm hard drive is larger than those of most leading mainstream laptops, like the Samsung QX411-W01UB and Sony VPC-EG16FM, which both have 640GB drives. On the hard drive, you'll find a bit of bloatware pre-installed, like Microsoft Office Starter 2010, a 60-day trial of McAfee Security Center, two ereaders (Blio and Zinio) and a handful of game samples from WildTangent.

Dell protects the i14z-6677DBK with a 1-year warranty covering parts and labor, but Staples buyers can take advantage of their 2-year extended protection plan. In addition to covering the laptop against the usual wear and tear, this service plan also includes 24/7 technical support and a free screen replacement?an expensive, but commonly needed, repair.

Performance
Dell Inspiron 14z (i14z-6677DBK) The i14z-6677DBK is equipped with a 2.4GHz Intel Core i5-2430M dual-core processor, one iteration removed from the processor found in the Dell 14z (Core i5). It's paired with 8GB of RAM. In PCMark 7 the i14z-6677DBK scored 2,622 points, putting ahead of the previous Dell model (2,308) and Samsung QX411-W01UB (2,296), which utilizes the same Core i5-2430M processor. In Cinebench R11.5, the system scored 2.69 points, just slightly behind the Samsung QX411-W01UB (2.71). In practical terms, performance was extremely close across the board. Similar results were seen in multimedia tests as well, where the i14z-6677DBK completed Handbrake in 2 minutes flat and Photoshop CS5 in 4 minutes 1 second. The leading scores in these tests go again to the Samsung QX411-W01UB, but by a razor-thin margin (1:53 in Handbrake, 4:00 in CS5). The Sony VPC-EG16FM was just as close (2:05 in Handbrake, 4:16 in CS5).

The i14z-6677DBK utilizes Intel's integrated graphics solution instead of a discrete graphics card, but the performance is still quite good, leading the pack with 3DMark 06 scores of 5,186 at medium settings and 2,833 at native resolution. In gaming tests it took the prize again, pumping out 19.9 frames per second in Crysis and 19.5fps in Lost Planet 2. That's good enough for moderate intensity 3D games at medium quality settings, and lighter 3D titles.

A large 65Wh battery pushes battery life close to 9 hours, lasting 8 hours 41 minutes in Mobile Mark 2007. It lasted long enough to outlast the previous Dell Inspiron 14z (8:38), and the Sony VPC-EG16FM (8:12). The only laptop to go longer was the Samsung QX411-W01UB, by a mere 17 minutes (8:58).

The Dell Inspiron 14z (i14z-6677DBK) has plenty in common with its Editors' Choice predecessor, the Dell Inspiron 14z (Core i5), like the latest Core i5 processor, a larger hard drive, and slightly better performance in gaming and multimedia, but it also retains some of its flaws, like stubborn mouse buttons and a irritating port covers. It makes a strong showing in its category, but other laptops like the Sony VAIO VPC-EG16FM add features like Blu-ray and WiMAX and cost less. For the time being, the previous Dell Inspiron 14z (Core i5) remains our Editors' Choice.

UBS sees Q3 profit drop 39 pct due to rogue trade (AP)

GENEVA ? Scandal-hit Swiss bank UBS AG reported Tuesday a 39 percent drop in third-quarter profit, slightly less than feared, due to a rogue trading loss in September that has thrown Switzerland's largest bank further into turmoil.

Profit at the Zurich-based bank fell to 1 billion Swiss francs ($1.13 billion) from 1.66 billion francs during the same three-month period through September 2010.

UBS said the fall was "mainly due" to the loss of 1.8 billion francs from the unauthorized trading incident, lower revenues in the investment bank and 394 million francs in restructuring charges.

It said this was partly offset by the bank's own credit gain of 1.77 billion francs and a gain of 722 million francs from the sale of treasury-related investments.

"Current market conditions and trading activity are unlikely to improve materially, potentially creating headwinds for growth in revenues and net new money," UBS told shareholders in a letter Tuesday. It added that through cost-cutting and scaling back on its investment banking "we have every reason to remain confident about our future."

UBS shares Tuesday were up 2 percent, at 11.38 francs, in Swiss trading.

Analysts said the results were higher than expected, but noted that they included one-off gains of 550 million francs.

"Removing special factors the results are only slightly better than our estimates," Zuercher Kantonalbank analysts said. They noted that the investment bank's fixed income and share trading businesses performed worse than expected.

Pre-tax losses at the investment banking unit rose to 650 million francs, from 406 million francs, because of the trading loss. The wealth management unit took in 7.8 billion francs in net new money during the third quarter, down from 8.2 billion francs in the previous quarter.

Earlier this month, UBS had said it would report a modest net profit for the quarter, despite saying at the time the alleged rogue trading loss was revealed that it might be forced to report an overall loss as a result.

London-based trader Kweku Adoboli was arrested Sept. 15 and has been charged with fraud and false accounting.

The incident threw UBS into turmoil and led to the resignation of the chief executive brought in two years ago to turn around the bank's fortunes after massive subprime losses and a damaging U.S. tax evasion case.

"UBS clients and shareholders can rest assured that our financial, capital and funding positions remain unquestionably solid," interim CEO Sergio Ermotti said Tuesday.

He said he remains confident about the bank as it revamps its services for investment banks and wealth management clients and tries to cut the bank's risks while improving returns for shareholders.

"We are well positioned in areas of future growth, and our targeted investments, together with our focus on efficiency, will strengthen the firm," he said.

UBS chief financial officer Tom Naratil wouldn't comment Tuesday on the possibility of further job cuts. He said the bank would "submit to any review" of its activity related to the unauthorized trading and has taken disciplinary action related to the case.

The bank said it filed a document as required to the U.S. Securities and Exchange Commission identifying weaknesses ? and steps it is taking to addres them ? with its internal controls, such as ensuring that all trades are recorded accurately in its books.

HIV Medication Patch Shows Promise in Early Trial (HealthDay)

TUESDAY, Oct. 25 (HealthDay News) -- Preliminary research suggests that a patch could deliver an AIDS drug to patients, but it's too early to know if it could work in animals, let alone humans.

Still, the findings raise the prospect of a simple way to administer AIDS drugs, which patients don't always take as they should. Patches could be worn for seven days, and an author of the new study said it would add only a fraction of a cent to the cost of the drug itself.

"We are encouraged by these results, and we're ready to go to the next stage of developments," said lead researcher Anthony Ham, director of formulations with the pharmaceutical research company ImQuest BioSciences. The study was funded by the U.S. National Institutes of Health.

The researchers successfully used transdermal patches to administer 96 percent of an AIDS drug to simulated skin over a week, Ham said. The AIDS drug, which is under development, is not available to the public.

"These patches require a low cost to manufacture, have a high rate of release and are able to inhibit HIV infection," Ham said. The next step is to test the patches in animals.

Patients with HIV, the virus that causes AIDS, don't need to cope with the complicated regimens of earlier years that required them to take multiple pills at different times throughout the day. Now, about 70 percent of newly treated patients in the United States take a single pill a day, while patients in other parts of the world may take one pill twice a day, said Rowena Johnston, director of research with the Foundation for AIDS Research.

"Still, the important limitation of pills, regardless of how few there are or even how minimal the side effects, is adherence," Johnston noted. Research has shown that many patients, if not most, don't take their pills all the time.

"The huge potential advantage of a patch, depending on how long it secretes the right level of drug, is the ability to maintain the right level of the drug without the fluctuations observed when adherence to pills is less than perfect," Johnston said.

A patch could also be an effective way to provide medication that prevents people from getting HIV in the first place, she said.

Still, "there's a long way to go between what appears to be promising findings now and a patient's skin," she said. While patches have long been used in other kinds of medicine, researchers will still need to launch studies to test their safety and figure out if they work, she said. "The concept is a good one, but I wonder whether there are fundamental difficulties behind nobody else having successfully developed these before."

The study was scheduled to be presented Tuesday at the American Association of Pharmaceutical Scientists annual meeting in Washington, D.C. Research presented at medical meetings has to be viewed as preliminary because it has not gone through the peer review process required by medical journals.

Paul wants to phase out federal student loans (AP)

WASHINGTON ? Republican presidential contender Ron Paul said Sunday he wants to end federal student loans, calling it a failed program that has put students $1 trillion in debt when there are no jobs and when the quality of education has deteriorated.

Paul unveiled a plan last week to cut $1 trillion from the federal budget that would eliminate five Cabinet departments, including education. He's also wants young workers to be able to opt out of Social Security.

The student loan program is not part of those cuts, but Paul said Sunday on NBC's "Meet the Press" that he'd kill the loan program eventually if he were president. That could put him at odds with some of his young followers, many of whom are college students.

Paul blamed government intervention in the economy for rising tuition.

"Just think of all this willingness to want to help every student get a college education," said Paul, who graduated from Gettysburg College in Pennsylvania before earning a medical degree at the Duke University School of Medicine. "I went to school when we had none of those. I could work my way through college and medical school because it wasn't so expensive."

Annual tuition for Gettysburg College is $42,610 for the 2011-2012 academic year. Annual tuition at Duke's medical school runs $46,621, according to its web site.

Amid such rising costs, borrowing for college is at record levels. The Federal Reserve Bank of New York says students and parents took out a record $100 billion last year, and owe more on student loans ? more than $1 trillion is outstanding ? than credit cards.
